The Americans with Disabilities Act (ADA) requires all units of local government to evaluate sites for compliance with the federal 2010 Standards for Accessible Design, as well as local and state codes that provide more accessibility than the federal code. The resulting transition plan sets a clear path towards compliance and keeps park and recreation agencies in the driver’s seat.

There are six important reasons to have a transition plan:

1. It is the right thing to do.
2. If you are aiming for CAPRA, it is required.
3. If you seek the Gold Medal, it is urged.
4. The demographic wave is here, and jurisdictions across the country are seeing more people live longer, and more people with disabilities are remaining in the community.
5. It is required by federal law.
6. It is just good risk management.

Creating a transition plan on your own initiative, instead of waiting to be required to do so by a court or a federal agency, saves human and fiscal resources.
